The case for a gradient of electron intensity in the outer Galaxy has been well made but the `proton gradient' has been the subject of argument. Analysis of CGRO data above 0.3GeV, where protons surely predominate, taken with column densities of gas, enable us to claim that there is such a gradient, unless, surprisingly, there is far more cold molecular hydrogen and/or ionised gas than previously suspected. Although the gradient does exist it is admittedly much smaller than that of any likely sources. An explanation is offered in terms of the re entry from the halo of cosmic rays convected out of the Inner Galaxy by Galactic winds.
