The Wetherill and Stewart (1989) investigation of the formation of planetary embryos from much smaller planetesimals is here extended to encompass collisional fragmentation, low relative velocity, and independent perturbations of eccentricity and inclination. Runaway growth is on this basis seen to be initiated after 10,000 yr, when the larger bodies' relative velocities temporarily fall into the low-velocity regime; this leads to an enhancement of their gravitational capture rates. Higher subsequent velocities inhibit further runaway growth.
