It is suggested that tidal interactions between galactic haloes, or possibly their smaller building blocks, during the hierarchical gravitational clustering process may be responsible for the inferred inverse square dependence of halo density on distance from the galactic center. Results of N-body simulations of the tidal effects of encounters between galaxies on the mass profiles of spherical systems are presented which indicate the formation of systems which might show flat rotation curves over a large fraction of their mass, with the escape of stars stripped from the galaxies from the two-body system. The frequency of such encounters is discussed, and a lower limit on the order of unity to the rate of field galaxy encounters is estimated. The complete stripping of galactic haloes after repeated encounters, such as would occur in rich clusters, is also predicted.
