Observations of severe nighttime scintillations of VHF and GHz waves emitted from geostationary satellites during the time of a magnetic storm are analyzed. Signals at 136 MHz and 1.7, 4 and 11.5 GHz from the Japanese geostationary satellites ETS-II, CS and GMS were observed to exhibit strong scintillations near the time of the maximum of a geomagnetic field disturbance, accompanied by sharp variations in total electron content. Fourier analysis reveals the power spectra of the microwave scintillations to exhibit an inverse cube frequency dependence and the electron content variation power spectrum to vary inversely to the square of the wavenumber. The scintillation index is found to vary as the inverse square root of the frequency at frequencies between 0.136 and 1.7 GHz and as the inverse square between 4 and 11.5 GHz, which dependence is not consistent with a weak scattering theory. The scintillation event is shown to be related to a sharp decrease in plasmaspheric electron content and the appearance of an ionospheric electron density trough.
