Variations in integrated pulse shape and phase on time scales of minutes are reported for pulsar PSR 0611 + 22. The pulsar, despite its youth, shows sporadic drifting subpulse behavior interspersed with periods of 'stable' pulse arrival time, occurring at more than one longitude. It is hypothesized that the proximity of PSR 0611 + 22 to an apparent gap in the distribution of period derivatives for pulsars is related to the instability of individual pulse phases.
