The statistical distributions of the stellar radiation intensity and of the interstellar dust temperature resulting from the random distribution of stars are computed for low galactic longitudes. The extinction, luminosity function and z-distribution of stars are taken into account, and an investigation of their respective roles is done. The resulting distributions are found to be strongly dissymetric with a sharp cut-off on the low value side corresponding to a uniform background of starlight, and an extended wing on the large value side essentially due to the more scarcely distributed hot stars. The queue of the distribution is responsible for an important broadening of the diffuse emission spectrum below 100 microns. The possible existence of a variety of grains may also seriously enhance the flattening of the spectrum.
