Observational data concerning oxygen forbidden lines indicate that the temperature in the emission-line region of Seyfert 2 nuclei is lower than in narrow-line radio galaxies (Cohen and Osterbrock 1981). Such a difference is hardly explained by photoionization models which do not include an additional heating source. In this paper, the effect of relativistic electrons on an optically thin photoionized emission-line region is investigated. The main effect of these electrons is heating the gas. By comparing the theoretical results with available data of line intensities, some physical characteristics of the low- and high-ionization regions are determined.
