It is noted that the double structure of solar radio-burst drift pairs is usually associated with the occurrence of a radio echo in the normal spherically symmetric solar corona and that the double bursts are assumed to originate at frequencies near the second harmonic of the local plasma frequency in the generation region. Observational results on drift pairs in the frequency ranges from 12 to 13 MHz and 24 to 26 MHz are presented which show that double bursts may be observed at the first harmonic as well as the second. The time interval between double-burst elements is found to remain practically unchanged, which poses serious difficulties for the interpretation of double bursts in terms of a coronal radio echo. It is therefore proposed that the double (and multiple, in general) burst structure is associated with the progressive passage of a fast-electron beam through regions of double plasma resonance and that the emission occurs due to a cyclotron instability at the leading edge of the electron beam, which moves along the diminishing magnetic field of a coronal ray.
