Kotel'nikov's theorem is used to determine the frequency range in which the inverse refraction problem is well-posed. Inside this range, small errors in the solution correspond to small experimental errors. Outside this range, regularization should be carried out with a differential technique involving the determination of the difference between the exact solution and the experimentally measured refraction relationship. The proposed approach is confirmed through an analysis of bistatic radar sounding data for Venus.
