Using the diffusion-convective description of galactic cosmic rays, the author has considered their influence on the stability and large-scale dynamics of the interstellar medium maintained in equilibrium by the gravitational fields of stars. The most unstable modes and the perturbations across the regular magnetic field are investigated. It has been established that the diffusion of cosmic rays does not lead to a finite value of the transverse wave number at which the maximal growth rate of instability is reached.
