Values for the velocity field and the state parameters of neutral hydrogen gas for the Galactic region interior to the sun are presented. The distribution of terminal velocity with longitude shows great symmetry of the Galactic velocity field. The rotation curve of the Galaxy is determined out to radius approximately 18 kpc. The intrinsic velocity dispersion (sigma) of neutral hydrogen shows large systematic variations from sigma = 33 km/s at the Galactic center, 12 km/s in the northern 3 kpc arm, down to less than 6 km/s in the interarm regions. At least part of this variation must be due to the energy input into the ISM by newly formed stars. The neutral hydrogen gas density, determined from the fit parameters by using the velocity field of the Galactic rotation curve, drops from about 0.4/cu cm in the 3 kpc arm to less than 0.1/cu cm for radii less than 3 kpc. Towards the center, the density increases again.
