In a simulation study, two gaseous disks with different dispersion velocities are assumed to represent a disk-shaped galaxy consisting of stellar and gaseous components. An analytical formula is obtained for the local Jeans gravitational instability criteria which apply when the system is subjected to axisymmetric disturbances. It is shown that the stability of the system is determined both by the density ratio and the velocity dispersion, and the pattern of velocity-dispersion effects is explained.
