XRF 060218 is a peculiar nearby event, which represents a distinct low-luminosity population. I'll discuss the event rate, luminosity function of this new population, as well as their contributions to the high energy background radiation. Data analyses on a unique high temperature thermal component will be reported. A tentative model to interpret this peculiar event will be suggested.
