We consider the acceleration of cosmic rays at the ultra-relativistic blast waves occurring in relativistic fireball models of gamma-ray bursts. We show that in shock acceleration of the Fermi type, in which the particles undergo repeated shock crossings, the maximum energy attainable is insufficient to account for the production of ultra-high-energy cosmic rays (UHECRs). However a seed population of relativistic particles initially isotropic in the upstream medium can be boosted up to UHECR energies in the initial shock crossing cycle. Galactic cosmic rays present in the general interstellar medium are insufficient as a seed population to account for the observed UHECR flux, but we suggest that in the context of neutron star binaries as the progenitors of gamma-ray bursts, relativistic ions in the pulsar wind bubbles produced by these systems can be accelerated to produce the UHECRs.
