We present the results of our Optical and IR Spectroscopy and Photometry of the relativistic jet source CI Cam = XTE J0421+56 during the April 1998 outburst and subsequent quiescent state later in 1998. Optical spectroscopy at the CfA Whipple Observatory (FLWO) shows an bright He II line decaying along with the x-ray outburst. Followup spectroscopy during the fall of 1998 allows sensitive limits on the motion of the emission lines, and allows us to search for evidence of a stellar photosphere. IR (J/H/K) photometry during the decay of the outburst shows a slow decay along with rapid fluctuations. IR spectra show a wealth of emission lines, similar to that seen in the optical. Infrared (H and K band) interferometric observations during the fall of 1998 with the CfA IOTA stellar interferometer resolve CI Cam. Observations at a variety of position angles allow us to determine the shape and size of the resolved object.
