We discuss a systematic, multiwavelength observing campaign to study galaxy clusters drawn from the ROSAT Deep Cluster Survey. The primary science driver is a mass determination in the clusters via the weak gravitational lensing distortion of the background galaxies. The direct mass measurements will yield an empirical determination of the cluster L_x vs M relation, which is crucial to test cosmological models of cluster formation and remove ambiguity in the interpretation of the evolutionary properties probed by X-ray surveys. This data will also provide a determination of underlying cluster mass function by exploiting the accurate knowledge of the sample selection function. As well, we will test the universality of cluster M/L and f_b ratios, and probe cluster substructure. Furthermore, the combined optical + IR imaging, and galaxy spectroscopy will permit a study of the cluster galaxy population and detection of high-z galaxies.
