The new generation of large area, high spectral resolution X-ray missions - in particular, Constellation-X - will provide significant new capabilities for exploring the physics of compact objects, and the dense matter equation of state (dEOS) which determines their sizes. During the Chandra and XMM era, the class of non-magnetized, Hydrogen atmosphere neutron stars in quiescent transient low mass X-ray binaries (qLMXBs) have already permit interesting constraints on neutron star masses and radii. In a leap forward in capability, the combination of enormous counting statistics and energy resolution enabled by Constellation-X will permit - for the first time - simultaneous precision measurements of neutron star masses and radii - both to better than 5% accuracy, simultaneously, directly from the H atmosphere spectrum of qLMXBs and with knowledge of the source distance. Measurement of a handful of these can be used to determine the dEOS.
