Use of HIPPARCOS to provide proper motions of open star clusters for studies of galactic kinematics and evolution is discussed. In order to derive the proper motion of a whole cluster, a few members (typically three) of a cluster have to be observed by HIPPARCOS. The selection criteria used are described. Over 800 stars in 212 open clusters were selected and proposed to ESA.
