It is generally accepted that the galactic background radio emission is synchrotron radiation of relativistic electrons. On the basis of this interpretation, the electron component of cosmic rays and the galactic component of the radio background are studied separately, then examined together. It is concluded that the cosmic-ray electrons are mainly produced by localized sources in the disk with an energy spectrum that cannot be represented by a simple power law. The radio observations suggest that the cosmic-ray electrons fill a much wider volume than the disk where the bulk of the electrons are produced.
