Observations of the 8-13 micron spectrum of the nuclear regions of M82 and NGC 253 are presented. The emission features seen in both spectra are very similar to those of the planetary nebula BD +30 deg 3639, consisting of a continuum with a strong 12.8 micron Ne(+) line and emission features around 11.3 and 8.7 microns. This similarity supports a thermal reradiation interpretation of the infrared sources in M82 and NGC 253. In addition, there is a strong, broad depression around 10 microns. The bulk of this depression can be identified with 'silicate' grain absorption of the type seen in the spectra of some heavily attenuated galactic objects. The neon abundance in M82 is at least a factor of 4 higher than normal.
