A kinetic description of collective plasma effects for the thermonuclear reaction rates based on the generalization of modern plasma fluctuation approach shows that, in contrast to Salpeter's enhancement, a decrease of the thermonuclear reaction rates is present which is larger for larger nuclei charge. By numerical evaluation of the thermonuclear reaction rates in the solar interior it is found that the decrease approaches a factor 1/2 for reactions with Be nuclei, and this could be relevant for the problem of solar neutrino deficit.
