A series of theoretical studies and observations of the propagation of cosmic rays in the solar corona and in the interplanetary regions are briefly reviewed. Observational data from the HELIOS, IMP, and ISEE spacecraft for 20 different flare events are compared with theoretical estimates in order to determine the relationship between the quantities of maximum flux (F max) and the longitude of the interplanetary field line connecting the spacecraft and the sun. Some theoretical aspects of interplanetary propagation of solar cosmic rays are discussed, including: convective focused transport of fast charged particles; variations in the ratio of oxygen to helium ions during solar events; adiabatic deceleration in interplanetary space; and the temporal behavior of solar-accelerated electrons. Observational data for the interplanetary solar cosmic rays are compared with the theoretical results, and some important differences are pointed out.
