Some modifications are suggested for the model of M17 proposed by Elliot and Meaburn (1975). All the phenomena over M17 are compared, variations of the local electron density are derived from the ratios of the S II forbidden lines, and a schematic model is presented which attempts to explain many of the phenomena identified by Elliot and Meaburn. It is proposed that the ionizing star group be placed in the direction of the maximum of radio emission behind an obscuring neutral cloud, that simple low-velocity splitting of the O III forbidden line is due to seeing two separate flows from two separate ionization fronts along one line of sight, and that the more complex splitting of this line may be the result of collision with and flow about a dense neutral intrusion by the O III forbidden flow zone.
