The possibility of the formation of galaxies both during the galactic clustering of small structural units originated earlier and at fragmentation of larger formations is considered. A self-similar spectrum of long-wave perturbations is obtained. The results of numerical calculations and conclusions of Press and Schechter's (1974) work are discussed.
