Two methods of deriving the system of Universal time TU2 are considered, and the results of the spectral analysis of the differences Delta TU2 are presented. It is shown that the amplitude and the phase of the derived sinusoidal signal depend strongly on the adopted method of filtration of the irregular nonuniformity in the earth's rotation. It is stated that it is necessary to study thoroughly the methods of deriving the system of Universal time and the seasonal nonuniformity of the earth's rotation. The separation of the Universal time observations into the periodic and the irregular component meets serious difficulties.
