A drifting Maxwellian distribution of electrons with guiding centers tied to converging magnetic field lines develops into a nearly isotropic half-shell distribution under certain conditions. The evolution of the distribution and its normalization are computed. The stability of the shell distribution to parallel propagating electron plasma waves is studied. Growth rates and the unstable wavenumber bandwidth of drifting Maxwellian beams and shell distributions with equal density are compared, revealing smaller growth rates for the half-shell
