Particle increase events at a sudden commencement of a geomagnetic storm are analyzed based on GMS-1 satellite observations. A comparison is made with onset times of the increase during the 54 events in 1978-1982, measured at the ground at the same longitude as that of the satellite. It is found that the onset times are distributed from 40 s before to 80 s after the commencement, though earlier onsets are seen during daytime. The increased spectra above the background (12 to 4 min before commencement) are also examined. The integral spectra of protons above 1 MeV have a single power law with an exponent of about 3, whereas that of the background is around 2. The average fluxes are high during daytime, while the frequency of the lower increase and decrease of protons is relatively high during nighttime. Betatron acceleration is proposed as a driving mechanism, though the spectral change is yet to be explained.
