The magnetic energy stored in the magnetosphere is calculated, and the magnetotail current system is uniquely delineated. It is shown that the energy of the magnetotail current system exceeds the value resulting from solar-wind 'compression' of the geomagnetic field. A magnetospheric substorm is described as a process whereby magnetic energy is stored in the magnetotail. It is noted that such a description does not require reclosure of the interplanetary and magnetospheric fields. The outburst phase of a substorm is explained in terms of the behavior of the geomagnetic-field component normal to the magnetospheric current sheet.
