The problem of the nature of the primary cosmic rays and the manner of their interaction in the region of 1 PeV is examined. Recent mass measurements, indirect studies, and new interaction data from CERN (proton-antiproton interactions corresponding to about 200 TeV) are analyzed, and it is concluded that earlier claims for significant scaling violation (Wdowczyk and Wolfendale, 1972 and 1973) are confirmed, and that if the trend is extrapolated much of the cosmic-ray data at 1 PeV can be explained without invoking a large increase in the iron component in the primary beam.
