A formalism is developed for determining the angle between the magnetic and rotational axes of a magnetic star, the angle between its rotational axis and the line of sight, and the displacement of the dipole along the magnetic axis. The variation with time of the effective magnetic field and the mean surface field is analyzed for a centered oblique rotating magnetic dipole as well as for a decentered dipole. The effective field is calculated as a function of the cosine of the angle between the magnetic axis and the line of sight for positive values of the dipole displacement and various values of the limb darkening coefficient; the surface field is computed as a function of the cosine of the same angle for positive values of the dipole displacement. The results are used to evaluate the ratios between the minimum and maximum effective and surface magnetic fields. It is noted that these ratios may be employed to select possible magnetic fields and geometries for Ap stars if the variations of the two fields with phase are known.
