The radial variation in M51 of the spectral index of the nonthermal radio spectrum between wavelengths of 21 and 49 cm is discussed. It is shown that the spectral-index variation is unlikely to be caused by variation of the thermal emission component with galactocentric distance. A diffusion model for the relativistic-electron motion in the galactic magnetic field is developed to provide a general fit to the observations. The following parameters are derived: a diffusion coefficient of the order of 10 to the 29th power sq cm/sec, a leakage time of about 30 million years for the relativistic electrons, and an energy-injection spectral index of approximately 2.2.
