The dynamics of the flattened extended gas layers with a steep transverse shear-velocity gradient that should develop through gravitational instability during the nonlinear phase of an expanding universe is investigated. Hydrodynamic instability will cause these pancake structures to fragment, creating a favorable environment for galaxy formation. The case of supersonic-flow instability is discussed.
