The global characteristics of the sample of known pulsars are reviewed, and the influence of dispersion and interstellar scattering selection effects on those characteristics is addressed, in particular the slight deficit of observed pulsars with periods less than about 0.3 s. The characteristics of the two millisecond pulsar are discussed along with some observational arguments in favor of the existence of a class of fast and superfast pulsars. Finally, some technical aspects related to the implementation of a system dedicated to a systematic search for superfast pulsars are considered.
