The radiation provided by the whole white-dwarf population in the Galaxy has been estimated. At frequencies near the Lyman edge (hv about 13.6 eV), white dwarfs are found to contribute a minor fraction (about 2 percent) to the total galactic radiation, whereas they dominate the emission at higher UV frequencies (hv above about 40 eV). Moreover, most of the radiation from white dwarfs may lead out of the galactic plane and ionize the halo gas. In particular, the ionization equilibrium of C III - C IV can entirely be determined by white dwarf radiation. A comparison of C IV column density, as deduced from observations, with theoretical predictions indicates that either the medium that contains C IV is highly clumped less than about 0.02 or carbon is highly depleted, with a halo/solar C abundance ratio less than about 1/30 in the Galactic halo.
