The Interstellar Heliopause Probe (IHP) is one of four Technology Reference Missions (TRM) introduced by the Solar System Exploration Studies Section of the Science Payload &Advanced Concepts Office (SCI-A) at ESA. The TRMs aim to focus the development of strategically important technologies of likely relevance to future science missions by studying several challenging mission concepts. The IHP will be designed to leave the solar system and enter the interstellar medium. It will explore the interface between the local interstellar medium and the heliosphere and investigate the influence of the interstellar medium on the solar system. Several technological challenges are already identified. These critical technologies will not only be useful for the IHP, but also be of great importance to future outer planetary missions. In this paper the scientific objectives of the IHP will be discussed together with a strawman payload suitable for meeting these objectives. The paper will focus on critical technology development of the IHP and the relevance of these technologies for outer planetary exploration.
