Starting with the Vlasov set of BBGKY-hierarchy equations, an explicit connection is given between the work of Mandelbrot (1977) and that of Davis and Peebles (1977) concerning the observed mass-clustering in the universe. A simple reduced set of exact equations including the two-point density, the velocity and the temperature tensor correlation functions is obtained. Solutions based on a virialization hypothesis at short distances are derived.
