This revised version is somewhat shorter than the original. It also mentions the other people who have discovered independently the construction (or closely related constructions) of toric varieties given in the paper. Earlier, the construction was shown to be a geometric quotient when the toric variety is simplicial. This version uses an an argument of I. Musson to show that the converse is true.
