For large classes of systems of polynomial nonlinear PDEs necessary and
sufficient conditions are given for the existence of solutions which are
discontinuous across hyper-surfaces. These PDEs contain the Navier-Stokes
equations, as well as those of General Relativity and Magneto-Hydrodynamics.
