Fermat's principle for causal curves with the same energy in time orientable
Finsler spacetimes is obtained. We calculate the second variation of the time
arrival time functional along a geodesic in terms of the index form associated
with the Lagrangian L. Then, we study of the character of the geodesics and a
Morse index theorem is presented.
