In version 2, we rewrote Section 3, revised Section 11.2, and added a reference to our preprint "Examples of endperiodic maps"

We make a detailed study of the unpublished work of M. Handel and R. Miller on the classification, up to isotopy, of endperiodic homeomorphisms of surfaces. We generalize this theory to surfaces with infinitely many ends and we axiomatize the theory for the important case in which the laminations cannot be assumed to be geodesic. We set the stage for projected applications to foliations of depth greater than one.
