We give a higher order generalization of Fukaya's Morse homotopy theoretic
approach to Chern--Simons perturbation theory. In this paper, we construct a
sequence of invariants of homology 3-spheres with values in a space of
trivalent graphs (Jacobi diagrams) by using Morse homotopy theory.
