ARCADE (Absolute Radiometer for Cosmology, Astrophysics, and Diffuse Emission) will determine the epoch of reionization by measuring the free-free emission from the total column of ionized gas from the present time to reionization. ARCADE is a balloon-borne instrument to compare the spectrum of the cosmic microwave background to an on-board external blackbody target between 10 and 30 GHz. We discuss the design and performance of ARCADE.
