The cross sections for the production of H-2 and He-3 fragments from He-4 interactions in hydrogen targets have been recently measured at six energies between 140 MeV/nuc and 2GeV/nuc. In this paper, these cross sections and their implication are presented for the production of H-2 and He-3 by cosmic rays in the interstellar medium, and these predictions are compared with currently available data. The changes introduced by these cross sections as compared with earlier predictions are small below 200 MeV/nuc but much larger at energies near 1 GeV/nuc. Sharp decreases in both the He-3/He-4 and H-2/He-4 ratios are predicted below 1 GeV/nuc, which may be utilized to understand features of both galactic propagation and energy gain and solar modulation.
