A proposed calorimetry experiment to determine the composition and energy spectrum of cosmic rays up to 10 exp 16 eV and to observe gamma rays from compact sources up to energies of 10 exp 12 eV is discussed. The scientific background for such an experiment is briefly reviewed, and the calorimeter acceptance and energy resolution problems are addressed.
