The paper presents a fluctuation plasma mechanism of noise storm generation. It is shown that the thermal stratification of the plasma in the plasma (Langmuir) turbulence region leads to the formation of irregularities which are randomly localized and existing for a short period of time. The noise storm type I bursts are similar in terms of their properties to radio emission. This is due to plasma turbulence conversion on these structures.
