In the first part of the paper the steady-state problem of capture of photoelectrons and secondary electrons by the geomagnetic field was analyzed. An equation describing the top of the force tube of the geomagnetic field derived in the earlier work is solved to investigate unsteady effects arising when the forbidden region of photoelectrons and secondary electrons is filled. Characteristic times for adjustment of the spectrum in the trapping zone are calculated for different energies, and results obtained using analytical and numerical models describing trapping of photoelectrons and secondary electrons by the geomagnetic field are compared.
