In the solar wind turbulence model proposed in the present paper, large-scale solar wind fluctuations (greater than 100 km) are associated with MHD fluctuations, shock waves, and discontinuities, while small-scale fluctuations (less than 100 km) are attributed to whistlers. Fluctuations of the refractive index which cause diffraction of radio waves at frequencies below 1 Hz are associated with plasma density fluctuations; at frequencies above 1 Hz, they are associated with whistler-induced electron concentration fluctuations. A method of detecting whistlers from the scintillation of radio sources is proposed
