It is shown that, if the formation of a protoplanetary nebula occurs in the form of a flat pancake of collapsing dust, there arises in the system a scale of orbit of the most massive planet that determines the sequence of the orbits of the other planets satisfying, in the zero approximation, the simple rule of revolution period resonances. The case of Jupiter and neighboring planets is considered as an example.
