We present necessary and sufficient conditions for the elements of
matrices transforming Stokes parameters.These conditions are based on
the so-called Stokes criterion( i.e.the degree of polarization never
exceeds unity).Various applications are mentioned for a variety of
physical processes involving polarized radiation.
