It is shown that the position of an explosive arc with respect to the precipitation region of high-energy electrons is a characteristic of a substorm. Intense substorms commence with activation inside this zone. The explosive phase of a weak substorm, commencing outside the precipitation zone of high-energy electrons, is composed of a series of activations, in which each successive activation is generally at a lower latitude.
